In 1778 , Thomas Johnson , a prominent politician , lawyer , landowner and the first elected governor of Maryland bought Rose Garden estate from George Hoffman near the city of Frederick . Between 1779 and 1792 , they built a large two story brick manor in Federal style . Governor Johnson spent his retirement years here until his death in 1819 .
