Dear Br. Watson: Enclosed herewith please find report to the General Conference of the members from New York. You will observe that it is called "Report of the Minority". We think we are within our rights in so terming it and desire it to go forward with your own report to the General Conference as we have prepared it. We are in no wise bound by the resolution passed by the Commission at Baltimore, offering to send forward any "statement" that we might make, but propose to stand upon our rights as a minority. I do not suppose that you will object to forwarding the paper as Secretary of the Commission. The report you notice refers to the accompanying outline of the case prepared for New York Methodism. I am sorry that I have not a copy to enclose herewith. I presume it is now printed in New York and Dr. Downey and Dr. Joy at Saratoga will see that a copy accompanies this report. I have been at disadvantage in getting the report in shape by reason of inability to be in New York and in conference with Dr. Kelley. I saw him on Saturday, but he had to be away from New York Monday and Tuesday and tomorrow I must go direct to Garden City. But he and I fully agreed upon every word of the report when we were together on Saturday. Very sincerely, [signed] H. K. Carroll
